In Russia — laws don't work. People are not law abiding in terms of paying taxes. Not like in Germany or England. Here people respect the tax system, and if it doesn't work — it gets changed naturally. Say for example — the income tax on middle classes is too high, well then — they will spend less for starters — on consumer goods, which then means the economy will recess, etc. And also they will rebel in that case and will start voting for more right wing parties — in favour of cutting taxes, etc. In Russia — the reason the tax system is less developed is because your oligarchy elite don't want transparency themselves.
